Free API Access for Professional Edition

The web service API for is often used to build integrations between and other systems.
The Professional Edition of does not come with access to the web service API. The API is included in the Enterprise Edition, but for the Professional Edition, you have to buy it separately.

If you user Rapidionline to integrate your Sfdc Professional edition then you don't need to buy API access from 
Search for RapidiOnline on the Appexchange and you will find the App

Is it possible to connect to AS400 for having the data exchange possible between Salesforce and AS400. All this in Professional Edition which has got "Integration via Web Services" enabled.
